Econo Lodge Church Hill

I'd like to file a formal complaint against this hotel. At check-in, I was told that this room had been re-sold and that I would receive a refund. The hotel room in question was next to ours and there were people in it both nights. I was told that the hotel was full except for one room that had a problem with its air conditioner. Further, morning of our check-out, the hotel maid was cleaning the room with the broken air conditioner so it seems that that room was sold as well. I spoke to the hotel manager this afternoon and he told me that he would not make the refund. He now says that his staff will now tell me that there were three rooms empty and that I should have know that my room was unsold. He tells me that his policy prevents him from making the refund, regardless of what his employees might have told me.
